মাহবুর উল্লাহ্ ৯ ডিসেম্বর ১৯৪৫ তারিখে নোয়াখালী জেলার বেগমগঞ্জের তিতাহাজরা গ্রামে জন্মগ্রহণ করেন। তাঁর জীবনের বৈচিত্র্যময় পথচলা রাজনীতি, অধ্যাপনা, এবং গবেষণার ক্ষেত্র জুড়ে বিস্তৃত। ১৯৬৯-এর গণঅভ্যুত্থানের সময় তিনি একজন বিপ্লবী নেতা ছিলেন এবং ১৯৭১ সালে মুক্তিযুদ্ধের সময় ২২ মাস কারাভোগ করে মুক্তি পান। রাজনৈতিক জীবনে তিনি মওলানা ভাসানী, শেখ মুজিবুর রহমান এবং অন্যান্য প্রখ্যাত নেতার সাথে কাজ করেছেন। ১৯৭২ সালে ন্যাশনাল আওয়ামী পার্টির সম্পাদকমণ্ডলীর সদস্য নির্বাচিত হন এবং ১৯৭৬ থেকে চট্টগ্রাম বিশ্ববিদ্যালয়ে অর্থনীতি বিভাগের অধ্যাপক হিসেবে কাজ করেন। ঢাকা বিশ্ববিদ্যালয়ের উন্নয়ন অধ্যয়ন বিভাগে অধ্যাপনা ও সোনালী ব্যাংকের চেয়ারম্যান পদেও তিনি দায়িত্ব পালন করেছেন। পিএইচডি ডিগ্রিধারী মাহবুব উল্লাহ্ আন্তর্জাতিক ও স্থানীয় নানা প্রতিষ্ঠানের সঙ্গে গবেষণা করেছেন এবং বাংলা ও ইংরেজি ভাষায় তেরটি গ্রন্থ প্রকাশ করেছেন।
